Our HMO Landlord has not got a license from the Council and we want to claim for a Rent Repayment Order. But we don’t think he has any money – can we claim against the property owner?

It looked at one time as if this was going to be possible, but the recent decision in the case of Rakusen v. Jepson by the Supreme Court has made it clear that only the immediate landlord can be the subject of a Rent Repayment Order.
